Can a Bank Charge a Fee for Replacing a Debit Card?

My debit card was stolen and my bank is trying to charge me a $50 "Card Replacement Fee". Is this legal? I've never seen a bank charge a fee for replacing debit cards before.

I've never heard of a fee like that. Maybe it's time to find a new bank.
