What is the best investment for my IRA... Money market or 12month CDs?

I don't want to tie it up too long term, so short term CDs were suggested. I would have to wait a year to avoid early withdrawal penalties with the CD but would I be penalized if I withdraw from a MoneyMarket IRA? Thanks.

If the bank has your money for a specified time there is no such thing as fee less early withdrawal, except in the case of death or mental disability or so I have seen but that is still up to the bank.
